I'm a hypocrite. I voted People who don't recycle, and I don't do it in London, but I do it in Wales!
Seriously, the ability to recycle does depend what your local council does in terms of recycling schemes, so you can't always blame people for not recycling. I know you can go to Sainsburys or Tesco to recycle, but it's an awful lot of hassle, especially if the nearest recycle bank is miles away.
